Best Grand Strategy Games on Steam

Grand strategy is the genre where you do not command an army so much as run everything behind it: the treasury, the succession, the trade routes, the uneasy alliance that is about to collapse. Games here play out over centuries rather than battles, and the map is usually the whole world. They are famously dense, but the payoff is the stories you generate yourself, the ones no scripted campaign could write. These are the deepest grand strategy and 4X games on Steam, all with achievement lists that turn a long campaign into a checklist of ambitious, sometimes absurd historical goals.
