Best Roguelite Shooters on Steam

A roguelite shooter asks you to be good at two things at once: hitting what you are aiming at, and reading a build that changes every run. You start weak, you pick up items and weapons you did not choose, and about twenty minutes in the game either hands you something absurd or quietly tells you this run was never going to work. The ones below range from arena-clearing power fantasies where the numbers get silly to careful, resource-starved crawls where ammo is the real boss. Every game here has Steam achievements, and because runs are repeatable by design, almost nothing on these lists is permanently missable - which makes the genre unusually friendly to a completion run.
